Inside an OEM, an engineer orders a $20K+ prototype. It usually comes from many suppliers at once, none of them connected, each reporting and delivering its own way.

The shops have no way to coordinate with each other, so every part is made in isolation. It takes one that arrives late, or one that does not work, to hold up the whole prototype.
