The effect

The shops have no way to coordinate with each other, so every part is made in isolation. It takes one that arrives late, or one that does not work, to hold up the whole prototype.

And the engineer’s real work has not started yet

The trials are the reason the prototype was ordered, and not one can begin until every part is there.

No amount of scheduling tells you whether the parts work together.
